Much like Bush, he feels abstinence is the answer to stopping AIDS. That one works well for asexual people, not so well for everyone else.

Dayton, OH arresting more HIV-positive sex workers than before. They're speaking of setting up a special treatment center for them since these sex workers have drug addictions as well (my guess: IV-drugs, hence the AIDS). A needle exchange might be useful as well, but this idea is not in the article.
